Beyond the primitive tribal or village community of at most a few hundred people, human beings are intrinsically incapable of responsible self-government for any length of time.
As populations increase, technology advances, and the culture becomes more complex, so also will there be ever more of those who avail themselves of
every opportunity to behave in an irresponsible and ultimately self-destructive manner, while those who do not choose to do so nevertheless do nothing to remedy the situation.
